Can’t use Japanese Characters

I cannot type Japanese text directly into WP dashboard while using Skeleton. I can paste J-Text in but it won’t enter directly.

Does this only occur when using Skeleton?
Does it occur in all places within the dashboard or just theme options?
Do you have your language properly configured with the installation of WordPress?

Yes, Only in Skeleton, specifically when entering text in Subject line/ Blog Post Titles.

No,  Only in Theme Options does this occur, (blog post titles) Body copy text is no problem.

WP Language settings are not the issue.

Please advise. Thanks in advance.

It sounds like WordPress was installed with a non-latin UTF-8 default character set/collation.

This posts suggests backing up your database and installing this plugin to convert the database to use a non-latin character set.

Yes that is correct. Originally installed WP in Japanese then changed language setting later in admin panel. Thanks for the insight and link.
