Is it possible to alter the CSS that is produced by:

skeleton-style-inline-css

I have some things I want to do to the body css in my child style.css, but the css produced by skeleton-style-inline-css is always overriding it.

Can I make whatever produced skeleton-style-inline-css not set the background-color for the Body?

The inline CSS is generated by the customizer options found at Appearance > Customize (specifically the Background tab).

You can override or disable this with the skeleton_replace_customizer_css() and skeleton_add_customizer_css hooks. See examples below.

Another option would be to override the inline CSS with a body class such as:

body.customize-support {
  background-color: #000;
}
// Removes all Customizer inline CSS
function remove_inline_css() {
    return false;
}
add_filter('skeleton_replace_customizer_css','remove_inline_css');

// Append rule to Customizer inline CSS
function add_inline_css() {
    return 'body {background-color:red;}';
}
add_filter('skeleton_add_customizer_css','add_inline_css');
